Through an intensive examination of a large community-driven development project in Indonesia, this book examines three pressing issues at the nexus of social change and development policy: (1) the nature and extent of local-level conflict that accompanies institutional transitions, (2) the role of development projects in shaping those institutional transitions and local conflict dynamics, and (3) strategies for designing, implementing, and assessing project responses in transitional institutional environments.
